Title I

Title I is a federal funding program under the Elementary and Secondary Education Act supporting academic achievement in high-poverty schools.

Definition

Title I is a federal education funding program under Title I, Part A of the Elementary and Secondary Education Act (ESEA). It provides financial assistance to local educational agencies (LEAs) and public schools with high numbers or high percentages of children from low-income families. The goal is to help ensure that all children meet challenging state academic standards, particularly those in disadvantaged environments.

How K12 Atlas uses it

K12 Atlas lists the Title I eligibility status of every school (eligible or not, and whether it runs a schoolwide or targeted assistance program). This serves as a vital proxy for understanding school demographics and community resources.

Source caveats

Title I status is determined annually by states based on student eligibility for Free and Reduced-Price Lunch (FRPL) or other poverty measures. Because states have different qualification thresholds and allocation formulas, Title I eligibility is a reliable indicator of low-income concentration but not a uniform national standard of community wealth.

Implementation rule

The database maps Title I status directly from NCES CCD files. We distinguish between 'Title I Schoolwide' (where funding benefits all students in a school with at least 40% low-income enrollment) and 'Title I Targeted Assistance' (where funds are directed to specific students identified as failing or at risk of failing).
