What Title I school data tells you
Title I, Part A is federal assistance intended to support academic achievement, with funding directed through local educational agencies. A school’s program status is an administrative funding field. It does not identify the income of an individual student or measure the quality of instruction. The official name uses the Roman numeral I; “Title 1” is a common search spelling.
Eligibility, participation, and program type are different
A file may record eligibility, participation, or a schoolwide versus targeted assistance program. Those fields answer different questions. Schoolwide programs support the educational program across the school; targeted assistance serves identified eligible students. Use the U.S. Department of Education Title I, Part A program guide for the program definitions, then read the field layout of the specific data file.
What the K12 Atlas release actually contains
The v2026.07 Title I public summary reports 45,147 positive rows from EDFacts SY 2020–21. This is positive-only coverage. An absent row does not establish that a school was ineligible, did not participate, or had no program. It also does not supply a complete national schoolwide-versus-targeted classification.
How to join a Title I school list
- Retain the source school identifier as text, including leading zeros.
- Record the collection year and what a positive flag means.
- Join to the directory using the documented identifier, checking unmatched schools and duplicate rows.
- Label unmatched results “not available in this release,” rather than “not Title I.”
For example, if a directory contains 100 schools and a positive-only file matches 40, the supported statement is “40 matched positive records.” The remaining 60 are not automatically negative records.
Using the results responsibly
For a current program decision, check the state or district’s current records. Do not treat a historical flag as present-day grant eligibility. Read the short Title I definition or CCD directory guide before combining program and enrollment data.
