Positive records are not a complete eligibility list
The 45,147 positive rows describe the available EDFacts SY 2020–21 Title I records in release v2026.07. The remaining school profiles cannot be classified as non-Title-I merely because this field is absent. This slice does not establish schoolwide or targeted assistance status for every school.
Eligibility, participation, and program type are different concepts. Check the original field definition before labeling a column. Historical status is not proof of current participation or an individual student’s income.
